The bit with the anchor is still more foreshadowing (building upon an incident in the last Episode) that Desi is on her way to becoming a full Slayer.
Michele (JD's player) pointed out that despite the montage, they still didn't have a plan for how they were going to bring the possessees to Father Sullivan. The director pointed out that it didn't matter; because of the montage of purposeful actions, the TV audience thought they had a plan, and that's all that counts.
If it had been a montage of the Cast Members just wandering about aimlessly, the audience would reach a different conclusion. But because the audience saw the Cast Members taking definitive action, they took it on faith that there was indeed a plan.
